Yes I know all that. Put your issue in mail form and CC it to a board member. It can even be the CEO. The board member or their assistant will usually not understand it and pass it on to someone lower in the hierarchy.
They will, of course, also not understand it and pass it on again, with the note that it came from the board. This will go on for a few hours or days, but eventually it will reach the right department and — since it came from the board — become a top priority.
Basically this means that you invert the support chain and reach people first, who usually only get involved after the highest level of support can not help anymore AND management has decided that this issue is actually worth their time.
